Class 4 Shingles in Summerville built for falling limbs, not hail.

Every Class 4 article on the internet is written about hail. Summerville has a loblolly problem instead — and the same test that qualifies a shingle for one turns out to be a fair proxy for the other.

Whoever is quoting your roof has probably mentioned Class 4 shingles, and everything you find when you go read about them is written about hail. That is not an accident: the impact ratings were built for the hail belt, and so were the insurance credits that make them worth paying for. Summerville does not really have a hail problem. Summerville has a canopy — loblolly and longleaf standing well above houses that were shingled long after the trees were already there — and what comes out of it in an ordinary July thunderstorm is deadwood, cones and limbs, every summer rather than once a decade. So the useful question is not whether Class 4 helps with hail. It is whether a test built around hailstones tells you anything honest about what actually lands on roofs here. It does, partly. The partly is the whole article.

A steel ball, a cracked mat, and what the rating certifies

Class 4 is the top rating under UL 2218, and the name of that standard rewards a slow read: Standard for Impact Resistance of Prepared Roof Covering Materials. Impact resistance generally. Hail is the energy the projectiles are calibrated to, not the boundary of what the test measures. That distinction is the hinge here.

The test is mechanical and blunt. Steel balls fall from the height needed to carry the kinetic energy a hailstone of that diameter would have in a thunderstorm — a quarter inch of ball diameter separating each class, 1.25 inches at Class 1 up to 2.00 inches at Class 4, with the drop height climbing from twelve feet to twenty. Each location takes the hit twice.

Now the part almost nobody selling a roof explains. Per IBHS, which has run this protocol on shelf-bought product, a shingle fails only when the impact opens it — tearing, fracturing, cracking or rupturing visible on the back face. Crushed granules and dents are not failures. Class 4 certifies mat integrity, not appearance. A Class 4 roof can take a hit, look beaten up from the driveway, and still have done precisely what the rating promised.

Our version of impact damage is standing over the house

Hail alley sits where Nebraska, Colorado and Wyoming meet, and coastal South Carolina is nowhere near that corridor. The National Weather Service does not even call a thunderstorm severe until it produces hail an inch across or gusts of 58 mph, and most Lowcountry storms that drop limbs never reach either mark. For the local hail record rather than somebody’s characterization of it, NOAA’s Storm Events Database is searchable by county — run Dorchester and Berkeley yourself.

What we get instead is the canopy shedding. Clemson’s extension service rates southern pines — loblolly and longleaf by name — poorly for storm resistance, because height on a shallow root plate is a bad combination in wind. Its planting guidance is to set a tree far enough back that it cannot reach the house at mature height, which almost no lot in the old village satisfies.

The damage looks nothing like hail. Hail leaves a field of small dimples across a slope. A limb strike is local and violent: one concentrated blunt load, often with a gouge trailing off where the branch slid. Around it you find scoured granules, a cracked tab or two, and a depressed spot in the deck you can feel underfoot before you see it. Does a hail rating predict a limb strike? The honest read

The honest answer up front: it is a reasonable proxy, and it is not a certification. There is no test standard for limb strike. A contractor telling you a shingle is rated for falling limbs is describing something that does not exist.

The proxy holds because the failure mode is the same. A limb loads a small area suddenly and bluntly, and what it does to a shingle is fracture the mat — the exact event UL 2218 goes looking for on the back face. The mechanically relevant property is tear strength, which ASTM D3462 specifies for granule-surfaced asphalt shingles. A tougher, more flexible mat resists that splitting. That is the whole argument, and it is enough of one.

Where the proxy breaks is mass. A two-inch steel ball carries a fixed and modest amount of energy. A green hardwood limb with a lever arm behind it does not, and no shingle class stops it. When something that size comes down the failure is structural — punctured decking, a cracked rafter, water inside within minutes.

The independent evidence is mixed in a way worth knowing. IBHS ran the UL 2218 protocol in 2014 on asphalt shingles bought off local shelves the year before, and at the larger projectile sizes no product — basic or impact rated — came through with every double-impact location intact. Impact-rated products did outperform basic ones at every projectile size. That is the honest shape of it: measurably better, not invulnerable, and a laboratory result on product bought in 2013 rather than a failure rate on your roof.

Two ways a shingle earns the rating, and only one is invisible

Manufacturers reach Class 4 by one of two routes, and IBHS observed both in its sample. Some add a mesh or scrim to the back surface to reinforce that face. Others use polymer modifiers in the asphalt itself, which makes the whole shingle more flexible and, as IBHS notes, looks no different from a traditional shingle. You cannot tell which route a product took from the bundle.

We will not tell you one route beats the other — that comparison lives in marketing, not in neutral testing. What we will hand you is the best buying rule in print from a non-commercial source. In its FORTIFIED Home Hail Supplement, IBHS sets the eligibility fallback for asphalt shingles it has not tested itself: documentation must show the product is polymer-modified and carries a UL 2218 Class 4 or FM 4473 Class 4 rating. Polymer-modified and Class 4, not Class 4 by itself. FM 4473 is the ice-ball standard for rigid coverings like tile and slate; on an asphalt roof UL 2218 is the number that matters.

Because people search by brand: Owens Corning lists TruDefinition Duration FLEX as a polymer-modified shingle classified to UL 2218 Class 4, carrying the company’s SureNail strip, with Duration STORM in the same impact-resistant line. CertainTeed, GAF, Malarkey and Atlas carry impact-rated asphalt lines too, and what your supplier stocks shapes what a contractor proposes more than anything else does. Treat any of them as a starting point, not an answer: ask for the UL 2218 classification documentation, and ask whether the asphalt is polymer modified.

What the upgrade will not buy you

It will not keep the roof looking undamaged. Granule loss and denting are explicitly not failures under UL 2218, and a Class 4 roof under pines still loses granules where limbs land. That matters on the insurance side: some policies carry a cosmetic damage exclusion — marring, denting, pitting or discoloration that affects appearance without impairing the property’s ability to keep the weather out. A shingle that passed its test and looks rough can land squarely inside it.

It will not stop a real limb either. When a branch of consequence comes through, you are looking at deck and framing repair, tarping and a claim — storm damage work on a different clock from a planned re-roof.

And it is not storm insurance dressed up as a product. Standard shingle warranties generally exclude hail, high winds and falling debris, treating all three as insured perils rather than manufacturing defects. Terms vary by product and by manufacturer, and the only document that governs your roof is the warranty attached to the product being installed.

Nobody requires it, either. Impact resistance appears nowhere in the residential code’s roof assemblies chapter, the Town and the Board of Architectural Review do not require it, and it is not needed for a baseline FORTIFIED Roof — hail is an explicitly separate supplement to the High Wind standard. One calibration from the people who run the tests: in the ratings IBHS released in November 2025, covering 24 impact-resistant products, most earned Good and none earned an overall Excellent. Read that table on the IBHS site rather than take a salesperson’s summary of it. Class 4 is a meaningful improvement. It is not armor.

Whether a South Carolina carrier will actually pay you back

Maybe — and you need to find out before you sign the roofing contract, not after. South Carolina does not mandate a Class 4 credit. Bulletin 2007-15 from the state Department of Insurance says so outright: state law does not specify the discounts insurers must offer, and an insurer that files one must show a correlation between the premium reduction and the reduction in risk. A Class 4 credit here is voluntary and company-filed.

The odds are worse here than in Texas, because South Carolina’s mitigation-credit machinery is a hurricane machine: that same bulletin defines windstorm as wind, gusts, hail, rain, tornadoes or cyclones caused by or resulting from a hurricane. Ordinary-thunderstorm hail sits outside that definition; a pine limb never enters it. The state’s own wind mitigation questionnaire asks about covering attachment, sheathing attachment, roof-to-wall connection and opening protection, and never asks whether the covering is impact rated. Roof covering performance is a listed qualifying category, so a doorway exists — just not an impact-rating doorway.

You have more leverage here than you probably know. Section 38-75-755 obliges your insurer, at issuance and at every renewal, to notify you of the availability and range of each discount tied to windstorm-loss-reducing fixtures and construction techniques. Ask for that list in writing, then ask the narrow question: does this company file a credit for a UL 2218 Class 4 roof covering in South Carolina. You do not wait for renewal either — a qualifying measure added mid-policy earns a pro-rated adjustment, proved by a contractor’s written certification or an owner affidavit with receipts.

Check the other direction too, because a few policy mechanisms quietly erase whatever a credit is worth: an endorsement keeping the dwelling on replacement cost while limiting roof surfacing to actual cash value, a cosmetic damage exclusion, or a roof payment schedule paying a declining percentage as the roof ages. Any of those moves the math further than the shingle class does, and how a fallen-limb roof claim actually goes shows where they surface. Do not build the budget around a grant either: the roof scope SC Safe Home lists is wind mitigation — deck attachment, secondary water barriers, high-wind-rated coverings, bracing, roof-to-wall connections — and impact rating is not on it.

In the historic district, the pine is staying

This town’s motto is Sacra Pinus Esto — let the pine be sacred — and it is not decorative sentiment. Summerville has protected its trees by ordinance since it incorporated in 1847, and the modern version has teeth: any tree eight inches or more in diameter at breast height, any species, dead ones included, needs a removal permit, and sixteen inches or more also needs approval from the Tree Protection Board.

Read that as a roofing constraint, because that is what it is. In most of old Summerville you cannot solve a limb problem at the tree — the tree outranks you. What is left is to solve it at the roof, which is the strongest argument for an impact-rated covering in this market and has nothing to do with hail.

The Board of Architectural Review is the other half, and its approval comes before a building permit application goes in. Roof materials fall under a Minor Certificate of Appropriateness that staff can approve, so a shingle decision does not automatically put you in line for the monthly meeting. There is also a quiet alignment owners rarely know about: Guideline 53(e) says heavyweight architectural shingles are preferred when asphalt shingles are replaced, and many Class 4 products are heavyweight architectural shingles. That is an alignment, not an endorsement — the guidelines say nothing about impact ratings at all. The rest of what the district enforces on roofing is worth reading before you plan a material change.

One procedural point that saves time: no COA is needed when a repair matches the existing feature in design, materials and appearance, or when an inspector deems it an emergency repair for public safety. A like-for-like patch after a limb strike is a different animal from a whole-roof material change.

Cane Bay, Nexton and Summers Corner are a different calculation

On the newer side of town the canopy is younger and thinner — those lots were cleared to build. Limb exposure there is lower today than over a century-old house downtown, and it climbs every year as the pines left in buffers and setbacks put on height.

So out here the Class 4 question is a timing question, not an urgent one. These neighborhoods went up in tight waves, so roofs of the same vintage reach the same decision within a few years of each other. The upgrade makes sense at replacement, priced as a line-item delta against the same scope — not as a mid-life retrofit, and never as a reason to replace early.

Know which county you are in before anyone talks about permits, because a Summerville mailing address does not tell you. Nexton, Cane Bay and Carnes Crossroads are Berkeley County. Summers Corner and Knightsville are Dorchester. Inside town limits it is the Town of Summerville. Three building departments, three processes — and a contractor who does not know which one covers your street is telling you how often they work here.

Four line items that move the outcome more than the class does

If the budget is finite, the shingle class is the smallest lever on the job. These four are bigger, and all are in the code. The deck first: Section R908 governs reroofing, and one rule there decides a lot of estimates — a recover is not permitted where the roof already carries two or more applications of covering, in which case everything comes off. Soft decking is ordinary under a shaded north slope here, and a Class 4 shingle fastened to punky sheathing does not behave like one — the mat needs something solid to work against. Insist on a per-sheet unit price for decking, agreed before the tear-off.

Ventilation second. R806.2 sets minimum net free ventilating area at 1/150 of the ventilated space, reducible to 1/300 only where the stated conditions are met — including 40 to 50 percent of the required area in the upper portion of the attic, no more than three feet below the ridge, with the balance in the bottom third. Heat and trapped moisture age a roof from underneath, and this is the cheapest thing on the estimate to fix while the roof is off.

Then the edges and the wind class. R905.2.8.5 requires drip edge at eaves and rakes, extending not less than a quarter inch below the sheathing and two inches back onto the deck, fastened at not more than twelve inches on center, with underlayment over it at the eave and under it at the rake. R905.2.4.1 requires the shingle labeled to ASTM D7158, or to D3161 where D7158 does not apply, matched to the ultimate design wind speed your building department confirms for the address. Wind class is not impact class, and here it does more of the work.

Which leaves the instruction that applies to everybody: have the Class 4 upgrade quoted as its own line against the same scope, so you can weigh it against whatever your agent puts in writing. Cost on a Summerville roof replacement moves with pitch, complexity, layers coming off, decking condition, access under a canopy you cannot legally cut, and whether the job needs BAR review — not with the impact rating. A Class 4 shingle nailed to a soft deck under a blocked soffit is good money spent in the wrong order.

Questions this article surfaced.

It depends on what is standing over your roof, not on hail maps. Under a mature pine canopy a tougher mat is fighting the right enemy, because limb and deadwood strikes fracture a shingle the same way the UL 2218 test does. On an open lot in a cleared subdivision the case is weaker. Price the upgrade as a separate line item against the same scope, ask your agent in writing whether your carrier files a credit for it, and make the decision with both numbers in front of you.

Sometimes, but the state does not require it. SC DOI Bulletin 2007-15 states that South Carolina law does not specify what discounts insurers must offer, and the state’s mandated mitigation framework is hurricane-scoped — its own wind mitigation questionnaire never asks whether a roof covering is impact rated. Any Class 4 credit is a voluntary, company-filed rating factor. Section 38-75-755 requires your insurer to disclose available windstorm discounts at issuance and at every renewal, so ask for that list in writing before you buy the upgrade.

The size of the steel ball. UL 2218 uses a 1.75-inch ball for Class 3 and a 2.00-inch ball for Class 4, each dropped from the height that matches the kinetic energy a hailstone of that diameter would carry. Class 4 is the top rating, meaning the product absorbed the largest projectile in the standard without the mat opening on the back face. Credits, where a carrier offers one at all, are written to whatever class that company filed — ask which one the filing names before assuming Class 3 counts.

Small stuff, often. A real limb, no. There is no test standard for limb strike and nothing on the market is certified against one. What makes the rating relevant is that both events fail a shingle the same way — a concentrated blunt load that cracks the mat — so a Class 4 shingle is a reasonable proxy for deadwood, cones and medium branches. When a heavy limb comes down it damages decking and framing, and the shingle above it was never the deciding factor.

Owens Corning lists TruDefinition Duration FLEX as a polymer-modified shingle classified to UL 2218 Class 4, carrying the company’s SureNail nailing strip, with Duration STORM in the same impact-resistant line. Other manufacturers including CertainTeed, GAF, Malarkey and Atlas carry impact-rated asphalt lines as well. Whichever brand your contractor stocks, ask for the UL 2218 classification documentation and ask whether the asphalt is polymer modified — both are specific questions with paper answers.
